OSHPD and ISO 17025 Seismic Certification Testing

Following the 1994 Northridge Earthquake which resulted in $3 billion damage to hospitals, the State of California enacted regulations to ensure the structural integrity of structures and facilities in within the healthcare communities during a seismic event.

The State of California Health and Human Services Agency established the Office of Statewide Health Planning and Development (OSHPD) to oversee the California’s healthcare institutions and infrastructure. OSHPD provides regulatory guidance for appropriate building codes, construction, renovation and seismic safety of healthcare facilities within the state.

OSHPD utilizes two voluntary preapproval programs for seismic certification: the OSHPD Special Seismic Certification Preapproval (OSP) and the OSHPD Preapproval of Manufacturers Certification OPM. Clark Testing works with a number of structural engineering and consultation companies to support our customers through the appropriate preapproval process.

As required by OSHPD, Clark maintains an ISO/IEC 17025 accreditation with A2LA.

In addition to OSHPD seismic testing, Clark also provides AC-156 and IBC-2018 seismic certification for manufactures selling equipment and components for use in commercial building applications. Clark’s primary tri-axial seismic shake table is comprised of a 15’ x 15’ mounting surface (which can be extended up to 26’) operating on an independent tri-axial hydraulic system. Using this system, our engineers can perform seismic testing on large packages up to 25,000 lbs. The table has three independent servo hydraulic actuators with 38,000 lbs. force each and 10” of peak-to-peak displacement.
